DC Water is implementing its Long-Term Control Plan through the DC Clean Rivers (DCCR) Project to meet the federally mandated consent decree. The DCCR project is being constructed to reduce combined sewer overflows (CSOs) into the Anacostia River, Potomac River and Rock Creek. Additionally, components of the project target the reduction of flooding in certain District of Columbia northeast boundary neighborhoods. The DC Clean Rivers project includes combined sewerage storage tunnels as well as green infrastructure solutions to reduce total CSOs.

The Potomac River Tunnel project consists of an 18 – foot diameter 5.5 – mile – long tunnel, 3 adits, 4 approximately 60 – foot diameter, 110 – foot deep shafts, 7 cut and cover diversion structures. The $819 million dollar project was procured using design-build delivery method.
